- In accordance with China’s “Export Control Law” and the “Measures for the Administration of Import and Export Licenses for Dual-Use Items and Technologies,” among other regulations, develop and maintain the company’s export control compliance policies, processes, and operational guidelines for export clearance procedures in China.
- Conduct export control eligibility reviews for products and technologies to be exported, perform preliminary identification of dual-use items, and verify compliance with export control lists.
- Manage the export control product database and establish and optimize review processes.
- Promptly conduct screenings, develop solutions, and drive implementation based on updated export control requirements.
- License Management and Compliance Declaration:
- Responsible for applying for, amending, and extending export licenses for dual-use items and export-controlled products.
- Responsible for responding to and coordinating inquiries from the Ministry of Commerce and customs authorities regarding export controls.
- Review export control-related customs declaration documents to ensure that declaration details align with compliance determinations.
- Manage customs compliance and handle exceptions related to export controls during the export process in China, while maintaining effective communication with relevant departments and customs brokers to ensure the quality and timeliness of customs clearance.
- Conduct data analysis and management related to export controls;
- Handle other matters related to export customs clearance.
- Customs Compliance Management and Improvement:
- Drive the optimization and improvement of customs systems to enhance customs compliance.
- Manage and optimize processes related to customs compliance.
- Lead projects related to export control and customs compliance.
- Responsible for other tasks related to export control and customs compliance management.
- Customs Compliance Consulting and Guidance:
- Conduct training on export control and customs compliance for departments such as sales, supply chain, and R&D.
- Participate in preliminary compliance reviews for new product development, technology transfers, and overseas investment projects.
- Conduct business impact analyses based on changes in export control policies, provide implementation solutions, and oversee their implementation.
- Bachelor’s degree or higher in International Trade, Logistics, Supply Chain, Electromechanical Engineering, or a related field.
- Minimum 5 years of experience in export controls, import/export, and customs compliance, with a deep understanding of the implementation and oversight of export controls and customs compliance management in bonded zones, as well as a strong sense of compliance.
- Solid understanding of export controls, customs regulations and policies, international trade regulations, and related laws and regulations. Ability to identify potential trade risks and guide corporate compliance system improvements.
- Proficient in export controls, customs management, and international transportation, with strong operational and project execution skills. Extensive experience in export control and customs compliance management, including leading related projects.
- Ability to comprehend and learn corporate systems, business processes, products, cross-functional collaboration, and supplier operations.
- Strong data management and analytical skills, with proficiency in office software, SAP, and customs-related systems.
- Excellent communication and coordination skills, both internally and externally, with strong logical thinking and teamwork capabilities.
- Fluent in English (written and spoken), able to draft professional documents and lead meetings independently.
- High trade compliance awareness, growth mindset, adaptability to change, and willingness to embrace the changes and challenges. Self-motivated with strong ownership and task managem.
